A revitalized the Russian player won his maiden championship for nearly 30 months with success over Corentin Moutet in the competition championship match.
Medvedev, a ex- world number one, has experienced a torrid year, managing just one match at the Grand Slams and experiencing a difficult moment at the New York tournament.
His unpredictability on the ATP Tour - and difficulties with his serving in particular - resulted in him dropping out of the world's top 10 and finally separating with former trainer Gilles Cervara.
Now training with his coach and his other coach, the tennis star has consistently progressed in the last few weeks - climaxing in a closely contested 7-5 4-6 6-3 triumph over opponent Corentin Moutet.
This represents his initial title since the Rome competition and maiden on a hard surface since March of that year.
Success also signifies the Russian has secured 21 victories at 21 different competitions.
"For the first time I am participating in a tournament with my children together, so to win a championship is really nice," said world number 14 Medvedev.
"This title is in tribute of my second daughter her name, because the initial championship I got when my older daughter her name was born was for her."
Medvedev, the former major winner, had been defeated in his past six championship matches, including in the German tournament previously this season.
His defensive approach and frequent emotional displays on the tennis court had caused some to question if his capacity to perform at the elite level was concluded.
However the athlete has made changes in recent weeks, attempting to approach the net and play assertively, backed up by an better serving game.
The champion came back from a disadvantage in the initial set against the difficult Moutet, securing 4 of the concluding five points to gain the advantage.
The competitors traded service breaks in the second set before the Frenchman, attempting for his initial ATP Tour victory, gained dominance to force a decider.
Moutet defended 4 initial opportunities in a tight deciding set before Medvedev secured a break to 15 to close out the victory.
Suitably, Medvedev secured the win with a shot at the net area, with Moutet incapable to control a shot after two hours and 38 minutes.
